Bailey was a pioneer of soil conservation programs for Alabama. He graduated from Alabama Polytechnic Institute in 1916, and became the first state coordinator of the Soil and Water Conservation Service in 1934. East Alabama Male College, sponsored by the Methodist Episcopal Church, South, was chartered in May 1856. Classes opened in 1859 in Auburn, Alabama, but the college closed during the Civil War. Reopening in 1866, the college became a land-grant institution in 1872 and changed its name to Agricultural and Mechanical College of Alabama.
